I would say the song can normally be use without the permission of the creator but only in certain circumstances. Some possible circumstances could be not using it commercially, or only for a limited amount of publication like say 2000 copies, etc.

If a song on the Internet has a Creative Commons license a user may
use the song only if the user gets permission from the creator.
If a song is claimed to be under the license, it means that it can't be used or changed without permission of licensor. Otherwise a user must face issues that refer to the law. Creative Commons label a song with licenses in order to protect it from extra commerical usage from external sources.
