What indicates that the Indus valley civilization had an organized government?

The had a very urban looking way of living. Their streets were laid out in a lattice design, superior engineering with amazing sewage and waste system. The nature of metropolitan town arrangement . There was no indication that their work force was made up of slaves.They had a working city which places high value on hygiene
