Your second sentence is indeed the claim, "A maker of frozen meals claim that the average caloric content of its meals Is not 400." Now you can talk about your null and alternative hypotheses (H0 and Ha respectively). Since your null must contain an equals sign it will be H0 = 400. Your alternative will be testing the claim and therefor read Ha ≠400
