The healthcare professional who is typically a secondary care provider is a dermatologist. Primary care providers are those whom you go to first - so, you first see the doctor (physician) and his assistant/nurse, who then refer you to a specialist - a physician is usually a GP, which means that here the only specialist is a dermatologist who specializes in skin problems.

Secondary care provider would be a specialist in any area. When the primary care provider, the physician, sends you to a specialist, that means that they know what's wrong with you and need a specialist like a cardiologist or an endocrinologist or any similar specialist to help you.
