This concept of Anomie first came out in 1893 with Emile Durkheim book The Division of Labor in Society, He argued that anomie was a state where the system has broken down and people are unable to decide how to act. He believed that if there is lack of clarity and rules, people started to feel frustrated, worthless and despaired.
