26 = x + y \\ where \: x \: is \: the \: pack \: of \: pens \: and \: y \: is \: for \: the \: binders \\ but \: x = one \: pack \: of \: pens \\ = 1 * 4.15 \\ y = 5 * number \: of \: binders \\ substituting \\ 26 = 1(4.15) + 5x \\ 26 - 4.15 = 5x \\ 21.85 = 5x \\ x = 4.37

Jasmine has only $26 to buy her materials, and we found that the highest number of binders she could buy is at 4.37.

The variable is the second x which is the number of binders since she could change the amount of binder she wants to buy. Comparing to the one pack of pens, Jasmine has already decided that she will only buy one not two, not three, etc. Therefore, the pack of pens is not a variable as she cannot change the amount of pack of pens she can buy.
