Propose a solution to a problem Texans faced on the home front as a result of union blockade

I believe the solution should be to coordinate a meeting with the members of union.
The purpose of the meeting would be to discuss the fair arrangement that would be beneficial for the employers and the employees.
By doing this, both party will be satisfied in their relationship with one another and the blockade will destroyed on its own.
