First: keep in mind that the value of vertical motion does not depend on horizontal motion. The task asks you to figure the amount of time for a drop of water to fall 1 meter from Isabella's hand and check whether this time is enough for the water to reach the boy.
Solution for vertical motion:
d = 0.5AT^2 1 = 0.5*9.8 * t^2 1 = 4.9 t^2 t = 0.45 s

For horizontal motion:


d= vt d = 3.5 * 0.45 = 1.58 m
