49.95*.1= 4.99
44.96*.065= 2.92
44.96+2.92= 47.88 (the cost for first option)

44.95+4= 48.95

The first option would be cheaper.

Coupon off is "x"

So final price at store is

Standard price - coupon off + sales tax

Standard price -x + y
