well, clearly from 248 to 200, it decreased by 48 workers.

if we take 248 to be the 100%, what is 48 off of it in percentage then?

\bf \begin{array}{ccll} amount&\%\\ \text{\textemdash\textemdash\textemdash}&\text{\textemdash\textemdash\textemdash}\\ 248&100\\ 48&p \end{array}\implies \cfrac{248}{48}=\cfrac{100}{p}\implies p=\cfrac{48\cdot 100}{248}
