There are 11 slips of paper in the box, and 4 of them have vowels on them.

Chance of picking a vowel the first time = 4/11 .

If successful, then there are 10 slips left in the box, and 3 of them are vowels.

Chance of picking a vowel the second time = 3/10 .

Probability of BOTH events = (4/11) x (3/10) = 12/110 = 10.91% .
