A filibuster is a constitutional and traditional barricade in our government. Because of the prolonged speech that a member of Congress can give, it can become quite difficult to pass legislation. The filibuster serves as a barricade to make sure that one particular party, Democrats or Republicans, can not pass a piece of legislation that other party is unfavorably off. It is a way to prevent progress from being made in Congress.
