Factual? I have been asked a question similar to this before, so I'm pretty sure it's that. By "technical writing," do you mean like a research/professional report? If so, then it is definitely factual. :)

Answer:

B. Clear.

Step-by-step explanation:

Technical writing refers to the writing process that includes documenting processes or drafting technical information about a particular subject. The prerequisite feature of technical writing is that the idea should be conveyed in the most clear and effective manner. It is about managing technical information in a manner that permits people to take actions or decisions as it aims to inform and instruct readers. Thus, it involves the emphasis on the clarity and effectiveness of the information regardless of the tone that one chooses to deliver the technical details or information.
