8*107 > 2*104 IT'S KINDA LOGIC HERE 8 = 2^3
so 2^3 * 107 > 2*104
for the rest we can divide the two
8*10^7
=
2^3*10^7
2*10^4 2*10^4
after simplification we will have 2^2 * 10^3 = 4*1000 = 4000 true
so 8*10^8 is 4 000 times larger than 2*10^4

The answer is the first row.
Step-by-step explanation:
8 * 10^7 = 80,000,000 -- 2 * 10^4 = 20,000
80,000,000 divided by 20,000 = 4,000, so it is 4,000 times larger
Therefore, the first answer is correct.
