Check the attached file for the scatter plot in part a
for part b, these are the answers:
The Cluster Number are (6.5,15) (6,15) (6.5,14) (8,14) (4.5,16) (6,16)
The Outliers Are (5,22) (8.5,22) (2,9) (5.5,8) (3,19) (6,27)
