He uses vivid and emotional words "the attack was deliberately planned", "During the intervening time the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace." He continues to say that Japan has attacked the Pacific area. Roosevelt wants Congress to declare war, and also wants the American people to support this idea.
