Graph, as a dashed line, the linear function y = (-2/5)x + 1. To do this:
1) Plot the y-intercept, which is (0,1)
2) With your pencil point on (0,1), move 5 spaces to the right and from there, move 2 spaces down. Plot this new point, (5, -2).
3) Draw a straight, dashed line through (0,1) and (5, -2).
Because of the < sign, you must now shade the area under this dashed line.
