Abraham Lincoln issued a presidential proclamation on December 8, 1863, where rebellious states can be admitted back to the Union if 10% of the voters agreed on it. This is not exactly what Radical Republicans wanted, who wanted anyone supporting the Confederacy to vote in Southern elections. The policies in The Reconstruction Era are largely seen as a failure. The black population faced barriers in education, voting, and citizenship rights, and discriminating white politicians were elected to power.
