I think that it's an opinionated question. I think it means that a citizenshould have an education and be knowledgeable as well as be a respectful and honorable person.

Voting is a right and at the same time, it is voluntary. Therefore, it lets the people who truly want to get involved in the aspects of government to exercise their vote. While those who don't want to get involved to abstain from doing it.

During the immediate years after the Independence of the United States, politics was a responsibility who was taken by the most well-educated men in the country. it was expected that the voters who elected the president shared a common background with the candidates.
