your answer is C. Did not have the legal right to vote. Back in the 1800's well about the 70's african american men were allowed to vote but most states did so by applying a poll tax or a literacy test which made it hard to vote however the females were not allowed to vote til the 1920 all tho some states already gave women there voting rights before that time.
