Personification. The city is given human-like characteristics. The city cannot lift is head and sing. The city cannot feel anything like humans do therefore it ca't feel proud.

Answer:

(D.) personification

Step-by-step explanation:

One of the most defining features of Carl Sandburg's poetry was his description of Midwest America as a living place with personified features.
