You mix a blue and a clear liquid together, and they turn a light blue. Has a chemical reaction occurred? Why or why not?

No because there was no real change you just made a lighter color if you mixed it with another substance and it turned (example) a bright yellow then that would be considered a chemical reaction.

No, a chemical reaction did not occur.
Usually for chemical reactions, heat or electricity is required, only mixing or stirring will only create a mixture, where the different parts you mixed in still retain their own properties, such as boiling points or the attraction to magnets.
If a chemical reaction occurred, the property will change completely.
In addition, chemical reactions require a fixed portion of each elements or compounds, which is not only mixing random volumes together.
