In 1928 the Soviet Union was way behind other European powers in terms of industrial production due to years of civil strife. With Stalin now solely in control, he announced the Five Year Plans which were intended to push production to high levels so that the Soviet Union could catch up.

As a result of that plan and the subsequent one that followed, there was an improvement in railway communication in the Soviet Union with more railroads being built. There was improved coal, oil and steel production and large factories were built around Russia.

As the Soviet Union improved capital production however, consumer goods fell and so there was no improvement in that sector.
