y−5=−2/3(x+9)
y−5=−2/3x - 6
y=−2/3x +1

y=−2/3x +1
This graph would look like relatively steep negative graph, with a y-intercept of 1.

Answer:

Just took the test, you can plot your point on (0, -1) and (-3, 1), it'll be right.
