Anna first walks to the library. This is 7 blocks.

Then she walks 12 blocks to the tree house.

If she takes a route to Emma's house by going up then left, she would walk 3 + 7 = 10 blocks.

Then she walks back home, which is 9 blocks.

Total, Anna walks 7 + 12 + 10 + 9 = 19 + 19 = 38 city blocks total
