The best answer among the following choices would be the first option A) [W]e believe the Negro, like any other race, should be governed by the ethics of civilization, and therefore should not be deprived of any of those rights or privileges common to other human beings because that quote talks about giving black people more freedom and equal treatment and rights as other people.

is your best answer, because it talks about African americans and how "like any other race", should "not be deprived of any.. rights or privileges"
