I believe these tax cuts of Bush and Reagan were premised on the less government the better so resulted in less government services available to the US citizens plus for George W Bush at least I know he wanted to please the rich by reducing their taxes the most.

These tax cuts were largely based on the economic theory called the supply-side economics or also known as the trickle-down economics which is used by the critics. This theory states that economy will best flourish if the taxes were cut and deregulation increased which means less influence of the government over the market.
