Answer: b.
There are many exceptions to this, so it is difficult to explain why choice b is correct. However, I advise you to say the sentences aloud and pause whenever you see a comma. The one that sounds the best will most likely be the answer.

The sentence that uses commas correctly is
B. "Let's see if Carol will drive," he said
. This is because the quotations, apostrophe comma, and the comma before the ending quotation are all used correctly. Hope this helps!
