The portion of shoppers at a supermarket who pay by credit card is 0.36. What percent of shoppers at the supermarket do NOT pay by credit card?

It is actually very simple. If 0.36, which is 36% of the shoppers pay by credit card, then you would just do 100 - 36 = 64. So 64% of the shoppers do not pay with a credit card at the super market. I hope that helped! :D
