The answer to this question would be: t ≤ 400

In this question, the limit of the bill is $25 and $5 is already paid out for the base cost. The remaining $20 is for paying the text message cost.
The cost is $0.05/ message, then the maximum message that could send would be: $20/ ($0.05/message)= 400 message
