The correct answer is conflict with Native Americans

The Union Pacific railroad had clashes with Native Americans who didn't like to have a railroad going through their land so they fought and attacked from time to time and the soldiers had to protect the workers. Central Pacific workers had a much easier time compared to Union Pacific workers.
