The 1st equation is in slope-intercept form.

=> Slope = 4

The 2nd equation is in point-slope form.

=> Slope = -1/4

Since their slopes are unequal,

The lines are not parallel to each other.

However the product of their slopes is -1,

Therefore the lines are perpendicular to each other.

The answer is the 2nd option.
