Was the declaration of independence intended to be formal declaration of war? why or why not?

No, because the Americans just waned to be separate from England because king George III was having them pay taxes even though they were on a completely  different continent and some other things king George III did to insult the Americans such as having to feed British  solders and some other stuff

No, the Declaration of independence was written as a contract to be separated from Great Britain to be their own country. This was not written to declare war but to negotiate by means of peace.
