Since Harper has only $15 that is the most she can spend.
That means we would have 15 > or = 4.75b + 3.5c.
The best way to solve this would be to divide,
15 ÷ 4.75 = 3.15
Then round down to the nearest whole number.
You should get
3 bags of fruit.
