This is the word formula we can use to solve this problem:

Price of 1 pound of nails = price for ____# of pounds of nails ÷ ___# of pounds of nails

Our number to fill in the ____ is 5.3.

price for 5.3 pounds of nails: $16.96

This means:
price for 1 pound of nails = $16.96 ÷ 5.3

16.96 ÷ 5.3 = 3.2

Therefore 1 pound of nails costs $3.2.
