The amount of the HCl molecule would be: 3.646g/ (36.46/g/mol)= 0.1mol
The concentration of a solution is count by dividing the amount of mol with the volume. Then, the calculation for finding the volume would be:

concentration= number of molecule / volume
12mol/liter= 0.1 mol/ volume
volume= 0.1 mol/ (12 mol/liter)
volume= 0.00833 liter= 8.33ml
