The civil war happened because King Charles I abolished the parliament in order to gained absolute control of the kingdom.
This caused many uprisings which lead to the civil war, and eventually the parliament was rebuilt stronger than ever.

The English Civil War began because king Charles I disbanded the Parliament and ruled on his own, doing what he himself considered best. Obviously, that is illegal, which is why he was ultimately sentenced to death. After that, the Commonwealth of England was created in order to rule the country, which gave the Parliament more and more powers.
