Empowerment zones are sparingly concerned communities chosen by government for assistance—but this assistance is envisioned principally to lift the societies out of poverty by inspiring business enterprise and making jobs. "Empowerment" is therefore a somewhat inoffensive or optimistic word. The principal characteristic of directed communities is poverty.
