C.
After distributing 5 to the parenthesis you get 5x-5+4x=13-2x. Combine like terms and you get 9x-5=13-2x. Add 2x to both sides and get 11x-5=13 then add 5 to both sides. You get 11x=18.

5x-5+4x=13-2x
9x-5=13-2x
11x-5=13
11x=18
x=18/11
