volume for the glass 2= 3.14*2.5^2*6/3 = 39.25 cubic cm

60-39.25 = 20.75

glass 1 holds 20.75 cubic cm

height is 20.75 = 3.14*2^2*h

20.75 = 12.56*h

h = 20.75 / 12.56 = 1.65 round to 1.7 centimeters
