This is the definition of sexual harassment. The actions lead to a workplace that becomes uncomfortable and even intimidating to the worker being harassed. The actions can also lead to a differentiation in the appraisal of the person being harassed's performance, either positively or negatively, and can affect the morale of the entire group.
