The perimeter of a rectangle is 2W+2L where W and L are Width and Length.
Now let's use the Pythagorean theorem(again).
The width has points (3,-1) and (0,-3). Thus the length of the width is equal to sqrt((3-0)^2+(-1-(-3))^2)=sqrt(3^2+2^2)=sqrt(13)
The length has points (-4,3) and (0,-3). Thus the length of the length is equal to sqrt((0-(-4))^2+(-3-3)^2)=sqrt(4^2+(-6)^2)= sqrt(16+36)=sqrt(52)=sqrt(4*13)=2sqrt(13)
Now lets plug these in to get 2W+2L=P, 2(sqrt(13))+2(2sqrt(13))=P, 2sqrt(13)+4sqrt(13)=6sqrt(13)=21.6333

You first have to multiply 44 by (4-7) then Multiply the answer you get from that by 4 and you get -528
