B because the last term is -12 and if you think about it, it is the product of the constants of all three binomials. -12/3/(-1)=4. There is only one binomial that has 4 has a constant.

Since , Given data states that 2x-1 and x + 3 are the factors ,
There multiple will also be a factor , hence ,

2x-1 ( x +3 ) = 2x² +5x - 3 will also satisfy the previous equation subsequently :

By dividing 2x³ + 13x² + 17x -12 by 2x² + 5x -3 we obtain remainder as 0 [ means complete division ] and quotient as x + 4

Hence , the 3rd factor is → x + 4
