Basically, convert the drawing length into 1/2 inches so:
(8 4/9)?(1/2)= 16 8/9
Now this is how many 3/8 foot increments we have. Thus, all you have to fo is multiple 3/8 with 16 8/9 to get 1216/72=152/9 feet
