use the form y=mx+b where y is the y coordinate, m is the slope, x is the x coordinate, and b is the y intercept. Subtract the corresponding point from the equation y=mx+b; y=-3 and x=1; y-(-3)=m(x-1)+b or simplified: y+3=m(x-1)+b

You haven't shared a graph or equation for the mentioned line.

But if the slope of the given line is m, and the new line passes through (1, -3), then the equation of this new line, in point-slope form, is

y-(-3) = m(x-1), or y+3 = m(x-1).
