Why are the swineherd and cowherd described as “downcast”? What does their reaction lead Odysseus to do?

The swineherd Eumaeus and the cowherd Philoeteus are "downcast" because they doubt that Odysseus will ever return, and they think Penelope doubts it too. Upon seeing that, Odysseus goes to them, asks them if they would be happy to see their master again. When they show they would, he reveals himself, and promises them great rewards for their loyalty.
