Although A is correct, because Georgia didn’t have representation in 1, I️ think that B is a more notable difference between the two congresses. The 1st congress pursued several peaceful solutions to the intolerable acts such as boycotting and diplomatically discussing economic grievances, and only set up the 2nd congress in case militia needed to be established as a last resort for war. When the 2nd congress was put in power it was because war became the most probable next course of action for the colonists. C isn’t even really accurate because I️ don’t think they actually created militia and D is just a corollary to B.
