hi !
Stephan Dougal thought that
Chicago
would be the important gateway to the West.
He intended to link Illinois, Chicago, to the Gulf of Mexico with the Illinois Central Railway he raised funds for. The he changed for New Orleans.

Chicago. Chicago was a major and important city located in Illinois, so it would only make sense.
