Need help on a Civics question.

Q: What government agencies and citizen groups would likely address the issue?

The issue is that most people are in need for help, like the ones who cannot afford to pay property damages or any other damages to what they own. (This is about Hurricane Irma)

Property damages is likely going to fall under insurance companies, which you probably already thought of. This isn't much help, but maybe look up some insurance companies based on the area?
