We need to determine if the polygons are similar or not.

If we notice something we can deduce the following


\begin{gathered} length(AD)=3length(VS)\text{ and} \\ length(AB)=3length(ST) \end{gathered}

Moreover as both figures are parallelograms then


\begin{gathered} length(DC)=3length(VU)\text{ and} \\ length(BC)=3length(UT) \end{gathered}

Finally for construction, both parallelograms have exactly the same angles, in the following way, by geometry we have that

we have that purple angles are equal and for the other side green angles are equal. So in our case,

Since the parallelograms have length of their sides related by a factor of 1/3 and the angles are the same, then, the parallelograms are similar as required.
